OTTAWA, ON, January 4th, 2010 – Tiree is pleased to announce its continued involvement with The Department of Foreign Affairs and International Trade Canada (DFAIT) in Moscow, Russia.
Between 2007 and 2009 under the Interchange Canada program, one of Tiree’s senior consultants, Catherine Ella, was the Senior Project Leader responsible for the Moscow Chancery Relocation Project – a high profile, complex, real property project. The scope of the project included the acquisition and significant renovation of an 8 year old office building to house the Embassy operation; and the long-term restoration of the historic Official Residence. Catherine led a team that secured Treasury Board approval and funding from the TB Management Reserve through the TB submission process. In order to secure these approvals, Catherine’s team needed to prepare a comprehensive business case, options analysis, risk management plan, and indicative cost estimates with the objective of securing a long-term lease for a commercial office building in central Moscow from the Russian federal government. As part of the due diligence phase, Catherine worked with Moscow based architects and engineers to understand the Moscow permit and approvals process and other local requirements. When her Interchange Assignment ended, the project was entering the design development phase.
Tiree/DTZ Joint Venture is currently assisting DFAIT in determining how the existing compound will be used after the Chancery operations move out in 2012. Tiree is responsible for Site Development Services. Working with KWC Architects and Marshall Murray, Tiree will be providing a Site Development Report for DFAIT that includes functional programming, concept design and cost estimates. The work is expected to be completed in June 2010.

The Department of Foreign Affairs and International Trade (DFAIT) represents Canada around the world through its network of embassies, chanceries, consulates, satellite offices and trades offices in over 180 countries and institutions and through its participation in multilateral institutions and international treaties and arrangements. Moscow is one of DFAIT’s larger missions. Currently the Mission is housed in a compound consisting of 19th century buildings leased from the Russian government but DFAIT is in the process of relocating Chancery operations to a new leased site. |
